Bitbucket webhook issue

Hello, 

I have configured and webhook Jenkins with Bitbucket. 

I expect Jenkins to get triggered when there are changed made in Bitbucket but unfortunately, it won't let that happen with just "Build when a change is pushed to BitBucket".  It triggers only when both including Poll SCM are in place, which isn't correct. 

Any possibilites where it builds without Poll SCM.
