Can I assign permissions for bitbucket repository settings to a user without making it an admin?
The problem with being an admin is that you can remove restrictions so this shouldn't be given to devs, however devs that need to work in integrations like SonarQube etc, need access to repo settings to add variables and deployments.
Any options, advice?

I'm afraid that this is not possible at the moment. The only way to access repository settings is for a user to be a repo admin.
We have a feature request for more granular repository permissions:
