The staff who manage the bitbucket from day 1 left the company.
Deleting this user from "User on Plan" is not successful. I guess it is because this user is the "admin of this workspace". So what should be done to delete or change the "admin of this workspace" to another user and remove this user from "Users on Plan" ?

Do you have only one admin for the workspace?
I would recommend you raise a Atlassian support ticket and get this resolved
If you are the admin, the other user who left the company can be removed from groups which is assigned with admin permission for the workspace

I inherit it. I am the admin and can add/remove users for group, this staff now does not belong to any group. I will check and raise the support ticket if required.
