It describes as below;
Bitbucket Server will install a supported version of Oracle Java JRE that is only available to Bitbucket Server if necessary. See Running the Bitbucket Server installer.
1] Which leaves me to question; What is 'necessary' and is this in any way license related; If I begin to use it with Bitbucket server will it incur a license violation at some later, unknown, time, and if so when/why?
2] I expect the above is a grammatical issue, and could be better described as on Confluence;

You don't need to install Java if you plan to use the installer to install [Bitbucket], as a Java 11 JRE is bundled with [Bitbucket] (provided by Oracle Java JRE).

3] The first linked page also describes that the Bitbucket sever will install with a supported version of Oracle Java JRE.
Is the JRE all that is necessary for the operation of the Bitbucket server, or is a JDK necessary?

The Bitbucket server does not require a new JDK if delivered onto a previously installed server;
I will look into this again when I can find time to demo a redelivery of our Bitbucket server onto a new platform, but the JDK did not get in the way of an Ubuntu v14.03 -> 18.04.3 & Bitbucket v5.12.0 -> 6.9.1 upgrade, which was surprisingly easy with the exception of the Atlassian Universal Plugin Manager.
