Enforce the Developers to have the Latest Changes to the GitHub Repo

We are going to inject Swift code in to some of the GitHub Repo’s.

I have a scenario here.

New developers will check-out the code(along with Swift Code) into their local.

Existing developers who already checked-out the code into their local will not have the Swift code which we injected. We want to enforce them(who already checked-out) to have the Swift Code into their local. 

I was thinking about the Hook but not very sure that will work.
