I've played a bit with branching model and branch permissions in BB Cloud and it looks like there is no way to achieve the following thing
Plus if I understood the branch permissions overlapping the following configuration won't allow me to disable any changes in branch release/version_0.12 while I need to freeze this branch somehow
Does anybody know how I can achieve my requirements in BB Cloud?

What do you mean by the root folder? Do you mean the master branch?
Are you familiar with Branch permissions for Cloud? You will be able to set who can write or read from a certain branch, would that help you?
You'll also be able to restrict who can merge to release/version_0.12, so the changes won't be merged until you decide to do so.

I mean forbid creating branches like
/somebranch1
/somebranch2
and allowing creating branches only in
/release/*
/hotfix/*
/feature/*
so there is only master and dev only in the root and all feature branches reside in their folders

While allowing creating and deleting branches in /release/ folder
disable any changes and pull requests in some particular branch in that folder e.g. /release/somebranch1
