I have a lot of repositories and they add up to 9.84GB (see screenshot below). I would like to know if I need to purchase additional storage (overage) or not in the free plan. From the screenshot below, it seems I still have 1GB remaining for file store and workspaces don't count.
And another question, I also have another workspace (also with a lot of repositories, totalizing 5.41GB). If I have to purchase additional storage (overage), will I need to purchase two times, one for each workspace? Or is it shared to my account?

The storage limits Atlassian has in Bitbucket Cloud are on a repo basis:
They don't have any limit on the total storage of all repos belonging in a workspace, just on the size of each repo. (4GB)
You current repo storage for all repos is at 9.84GB.
The 1GB remaining is Git LFS.
In case you have repos that use Git LFS, there is a limit on LFS (in total, for all repos in that workspace), depending on the workspace's billing plan:
If you have Standard or Premium it is possible to add an extra 100 GB of LFS on the workspace for $10 per month. This is not available on the Free plan.

The problem is that I received an e-mail saying my workspace is over 1GB and that I need to take action to avoid interruption (aka pay for more space).
And from my understanding, the free plan can purchase overage space, see below (after clicking upgrade plan with overage):

Overage plans only apply to build minutes + LFS storage - they do not extend to your workspace size limit of 1GB for free plans.
If you need your workspace to have more than 1GB of data, you'll need to either remove repositories/reduce their size or upgrade to a paid plan:
