HTTP access tokens: User Account Level vs Project Level

Hi,

I can create Project Level HTTPs access token in two ways:

• 1) From User Account Settings - I can create Project Read/Admin/Write HTTP access tokens
• 2) From Project Settings - I can also create Project Read/Admin/Write HTTP access tokens

What is  the difference between the two options if any? I only need my CI/CD tool to access single  project.

I know that one created at project level is visible to all admins. (the token details, not the value)
