How are pull requests approved if not using merge checks?

How are pull requests approved if not using merge checks? Can anyone that gets added as a reviewer approve? 

Thanks for your help. New to bitbucket and trying to learn as fast as I can. :)

Both the reviewer(s) and the author of the pull request can approve/merge the pull request.  If you are not using the merge check the author can create and then merge the pull request without an approval.
