Even though I'm the site admin, I'm not able to raise a support ticket
The account owner can use https://my.atlassian.com/ to add you as a Technical Contact for the "Bitbucket (Cloud)" license they have listed there.

I assume the question is related to Bitbucket as the tag associated is bitbucket.
You should have the premium plan to raise the support ticket and also it is mandatory to provide the workspace URL while raising the ticket.
You should be the admin, billing-admin, or billing/technical customer or add one in the ticket participant to approve data access for the Atlassian support team.
