How do i get the list of active users using Bitbucket licenses ?

I am working on a chargeback model for my org and would like to understand the best way to get the active users using Bitbucket license. 

Is this url https://confluence.atlassian.com/bitbucketserverkb/how-do-i-find-which-users-count-against-my-bitbucket-server-license-779171685.html still valid ? I installed the plugin and checked the url that gives me the list of users but i would like to know if that list gives me only the active users or all the userid's logged into BB ever ?

Bitbucket users consume a license as soon as they have been granted permission to log into Bitbucket. Whether they actually log in or not is irrelevant. Since you said you want to charge for license consumption, you'd need to look at the users who have permission to access Bitbucket, and it would seem that the add-on you found gives you the correct information.

btw, we have upgraded to v12.x of Bitbucket Data Center.
