How to add Bitbucket account access to existing JIRA users?

When creating a new user in JIRA you can associate the user with an existing Bitbucket account.

What if all of our users already exist and we do not want to create new users?

How do we associate them with a newly created OnDemand Bitbucket account?

I believe that the userbas in BitBucket Ondemand and your other integrated OnDemand applications are very different set. So you'll need to create the users seperately on each applications for now.
