How to add a GPG key when the 'GPG keys' option doesn't appear?

In order to use git-secret, I need to add a GPG key to my Bitbucket account. According to this Confluence article, I should be able to paste the key into Manage account > GPG keys. However, when I navigate to Manage account, there is no GPG keys option on the side menu. How can I enable this feature and add a GPG key to my account?
