We are using bitbucket 4.1.0 version, I don't see troubleshooting and tools section under administrator section.
Can any one guide me?

You can create a support zip from the admin via the "Support Tools" link on the left column.
If this is link is not present, it may be that you are logged in as an "admin" rather than a "system admin".
