I don't see gear icon to open Admin page... where is it?

When I login to Bitbucket, there is no icon for opening the Admin page.  I currently have two users on that account and would like to add another.

I do not have any groups established.

Welcome to the Community!

If you are asking about Bitbucket Server, then as @SITTER Adrien suggested above, the gear icon should be in the top right corner (provided that you're admin of the instance).

If you meant Bitbucket Cloud (looking at the tags for this question), account settings are in the context menu you get if you click on your avatar in the bottom left corner (Avatar → Bitbucket settings → Select the account you want to administer in the dropdown).
