Is a public repository read only?

I've unchecked the box "Access level [_] This is a private repository" for my repo. Does that mean the general public can make check-ins? What I want to do is to allow only anonymous read-only access.

Public repos are read-only, except for any (registered) user you explicitly give write permissions. Anonymous users cannot push to any repo.
