Is it possible to create an OAuth Consumer Key in BitBucket Data Center (NOT CLOUD) edition?

Our monitoring team wants to install a BitBucket add-on to Splunk, in their documentation it requires a consumer key.   There is plenty of documentation for BitBucket cloud but I can't find anything for BitBucket DataCenter.  Do anyone have a link to some doc that can explain how to set it up?
