Is it possible to enable a plugin at a project level instead of repo level ?

Most of the times there are 100's of repos under a single project and its tough if we have to enable a plugin for the repo. Is there a way to enable it at a project level instead of repo level ? eg: Workzone plugin which cant be enabled at project level. 

i checked if i can achieve this through a REST API but couldnt find anything for plugins.

It depends on the plugin. Unless the plugin exposes REST API for configuration or allow project level configuration on UI, there is nothing we can do.

There isn't any default setting at bitbucket server level.
