Is it possible to keep pipeline is a different repo than from application repo

Looking at the examples the pipeline definition needs to be in the same repo as the application code. Is it possible to have pipeline definitions is a seperate repo and application in a different repo. 

The reason for this is so that the devops team have controls of over the pipeline and dev team have control over the application.
