I'd like to put nuget and npm packages in bitbucket and then reference them in my .NET core and react projects, is this possible at all?

Unfortunately, there's no such feature in Bitbucket just yet. Do you mind voting for BCLOUD-19547 which seems very similar to what you describe? This will also make you notified about any future changes to that ticket.
