Missing features for a team member

Hi, Yesterday, my colleague tried to create a pull request and he couldn't find the button to create one and he also can't see Merge, Edit, Decline buttons which he used to see before. We checked all his settings and permissions everything is fine and everyone has those feature except him. What are we missing to check! TIA
