My team wants to make a payment, but it is not possible.

Our team is using JIRA/Confluence for a fee.
But this time, I want to pay for bitbucket with the standard plan only for a certain number of people. However, it is a difficult situation to not be able to pay.

When I tried to pay by going to the upgrade plan in the JIRA/Confluence administrator account, the payment was made for only one administrator.

It says "1 user on your plan". Is there any way to pay all team members at once?

I want to pay with 10 or more team members, but as you can see, the $15 is fixed, and I can't select the number of people.

Checking your workspace, I can see you have 0 repositories, so that’s the reason you are not seeing the users on your plan, as we count users based on how many users have access to private repos. 

So, once you add private repos and give access to the users to these repositories you will be able to view the number of billing users. 

The $15 dollars you see is the flat rate, and since you don’t have private repos and users with access to them, we show the flat rate there. You can access the following document in case you would like to read more about Bitbucket plans:
