Having a Premium Plan and still not Able to Raise a Technical Support Ticket.

Can you provide more information on why you can't raise a support request with us, or could you share the screenshot?
That said, to raise a support ticket, please make sure to go to our support portal https://support.atlassian.com/contact/#/ and select Technical issue > add your Bitbucket workspace. it should look something like this https://bitbucket.org/<workspace_name>
