Pipelines suddenly started failing for QML projects after migratin to ubuntu:19.04 image

For some reason rcc failed to find files on ubuntu 19.04

which perfectly works on ubuntu 18.04

any suggestions what could be a cause and how to fix it?

Alpine is working as well
