×I have a new computer and I logged into bitbucket and a pop-up arrived with a notice about IP address range changes for bitbucket pipelines. The link went to New IP addresses for Bitbucket Pipelines - Work Life by Atlassian which is dated June 23, 2025

But does not appear to have any clear 2025 changes.
a) do these pop-ups appear in new browser sessions where the cookie doesn't exist. Or is bitbucket tracking the pop-ups on their servers per account?
b) we've moved all of our pipelines to the 4x size because the larger range of IP addresses was felt by our IT staff to be too large. Are the 4x size IP addresses changing?

a) These pop-ups appear in new browser sessions where the cookie doesn't exist.
b) If you open this page:
and then look at the subsection titled Atlassian IP ranges, this is where we list the IPs used by 4x (or larger) steps with the atlassian-ip-ranges flag.
The first 3 IPs in the bullet-point list are marked as New. These are the three new IPs that were added.
34.233.65.54 - New
34.196.8.197 - New
44.194.7.14 - New

"New" is a relative term that ages without a fixed date.
