In our Jira Cloud, we have two projects called Java and HTML.
also, we have two different project roles called Dev and QA.
Now I have given browse permission to Dev for project Java
similarly, I have given browse permission to QA for project HTML.
When any member of the Dev role tries to view the project they can see both the projects, but here I want to restrict the visibility of the project list.
Suppose for Java project should be visible to the only members of Dev roles not the member of the QA group.

As per your description, i assume you have added Dev role to Browse project permission and QA Role to Browse project permission in permission scheme. Is both projects have same permission scheme or different permission scheme.
Go QA project settings > People > QA Role > Check whether QA group is added and Check that Dev role is empty.
Go DEV project settings > People > DEV Role > Check whether users are added to dev role and Check that QA role is empty.
