Can I make just one folder withing a repository read only?

This question is in reference to Atlassian Documentation: Repository privacy, permissions, and more

Can I make just one folder withing a repository read only? Don't see it is possible by group and individual user permission as referred in the documentation. Please confirm or help me on how to achieve it.

Not really.  The closest you can get at present would be to use git submodules and apply the permissions you want on the submodule's repo.
