Irrespective of where the bitucket server is running, you can install plugins from the admin UI using UPM as described at https://confluence.atlassian.com/bitbucketserver/managing-apps-776640366.html.

You need to be an administrator to install plugins using UPM.

our bitbucket is running on a container on EC2 instance, is it gonna be the same process for installing plugins in prod environment ?

Can bitbucket server remain active (without user restrictions) while plug-ins are installed in production environment ?

Yes. Usually add-ons don't impact any functionality.
