Someone has already added that key as an access key to a repository.
And I don't know the reason and details.

Bitbucket only allows for the SSH pub keys to occur once. They have to be unique. This means that it is highly likely that this key has been added to another account.
Most people run into this when trying to add their work/personal/deploy key to the opposite or multiple accounts. It is best practice to create seperate keys for those accounts.
