Can't start BitBucket

Get the following when trying to access bitbucket:

Have you tried clearing the plugin cache folders, and looked at tweaking plugin wait start-up time?

Renamed the folders in "Atlassian\ApplicationData\BitBucket\plugins" and added set "JVM_SUPPORT_RECOMMENDED_ARGS=-atlassian.plugins.enable.wait=360" in BitBucket\bin\_start-webapp.bat.  Changed the wait time to 720 and still get the same errors:
