Now even though I am owner of a folder, and I I created a PR, I have to ask for a approval from another owner. Really unnecessary since I am already a owner.
Is this configurable? (so that PR is mergable if at least one owner from PR creater and approver)
The author of the pull request (PR) can approve their own PR, but that approval does not count towards the number of approvals needed for the merge check to pass. This is by design, and therefore it's not possible to configure self-approval/merge as an option if you have approvals configured as a requirement in branch restrictions.

As of now, there are certain merge checks you can perform when creating PRs. However, I do not find any similar settings that you are asking. You can either add few people as "Default Reviewers" and configure the merge check to have atleast 1 (or a set value) of Default reviewer approvals to be present on the merge as "Merge Checks". But to enforce the "Merge Checks" to merge the request, you need Bitbucket Premium plan.
Here you can find available Merge Checks and branch restrictions. You can configure them at each repository level and also at the project level, which all repositories inside will inherit.
