I have created new user accounts and they did not received PW reset mail. I already tick the send mail to user for set PW box.
Issue happen with user's who end their mail with <name>aleph-labs.com

Sometimes, these emails are filtered as spam. So check Spam/Junk folders.
From Jira side i would suggest this:
Ensure that the aleph-labs.com domain is verified in your Atlassian settings, as unverified domains can sometimes cause issues with email delivery.
If that's not the case, then i would ask the aleph-labs.com IT team to whitelist Atlassian's email servers. Sometimes corporate filters block external automated emails.
And lastly, as i understand you tried to resend invitation several times right?
