Hi,

for common issues you can set in permission scheme. 

Look to your project, project settings, permissions nad in your permission scheme you can set permissions to "Close Issues". And in workflow set condition on this permission (to transition for close issue)

For specific issue you can set your workflow; you can set condition for transition for project roles.
