Where it's easy to say set an host to run the pipeline on.
Let's say I have 4-6+ labs for testing and each dev has there own.
Really don't want to need to clone repos or branch just to change target host
also don't want an host to be auto run on each commit.
Using local runner with local ssh access.

Welcome to the community.
I'm afraid we do not have a GitLab like Deploy control on Pipelines.
However, you can try and use Pipelines Deployments feature to configure your deployment environments.
Apart from that, you can also use manual steps or custom steps to only run your Pipelines runners manually, not for every commit.
