Because it's not a valid section location - bitbucket.pull-request.nav.diff, the key couldn't show. After I use Web Item: bitbucket.pull-request.nav, the label shows correctly.
So my question is - Can the scriptrunner use Client Web Item if I want to add the label to the pull request trigger more button as follows:

Yes you can add Web Items using ScriptRunner for Bitbucket to the More menu of a Pull Request in Bitbucket.
Also, you can enable the Script Fragment location finder from the Script Fragment overview page in ScriptRunner for Bitbucket.
In this case, the Script Fragment location finder identified the location as: bitbucket.pull-request.toolbar.actions

I tried to use bitbucket.pull-request.toolbar.actions but nothing showing in the More menu dropdown. As I enabled the location finder, there was no element found under the More menu also. My bitbucket version 6.9.1 and script runner version is 5.8.0-p5.
