Welcome to the community!

To invite a user to your workspace or repository, enter their full email address and hit enter. Then, select the appropriate permission level and confirm the invitation. 

Once the user receives the invitation, they should open and accept the link before accessing your workspace or repository.

I used a valid email address and still can't add a user.

You need to add them to your workspace first. Please find the following documentations

Grant access to a workspace
