What is the retention policy for (Bitbucket Pipelines) builds for the meta-data and the logs?
Are there any quantifiable limits per account (and type) in time and space?

Logs and other meta-data currently have no set expiration date. But this may change in the future.

As we can foresee that nothing is built for eternity you will most likely be d'accord when I say that keeping logs and metadata is not without expiration.
So apart from concrete plans which if I understood you right do not exists to do this change, how is it possible to archive logs and metadata in bulk?

If we do ever make changes to our log/meta-data retention policy, we'll make sure to send out a bulk email to our users to give them a chance to retrieve the data for themselves. But again, we have no scheduled plans to do so in the foreseeable future.
If you're interested, we have a REST API available for accessing this type of data. For example the log download API. The other related APIs are listed there too.
