Hi Team,
We are trying to connect the JIRA and bitbucket server which is deployed on-premises.
2 servers are using the same user account with admin access.
Outgoing authentication from JIRA is showing as "Connection refused". Kindly check and confirm us.

Hello Ramya,
Thank you for sending over the screenshot where you’re seeing an issue with the application link. The first step I would take would be to remove the application link altogether and recreate said link again. Doing this can sometimes clear out a linking issue or stale configuration between the two. When removing the link, ensure you remove the link from both sides.
Please complete these steps and let us know if you’re still having an issue creating the application links within the products.

If dropping and recreating the application link resulted in the same issue then we’ll see to see errors within the log to find the actual cause of the issue. Could you please follow these steps and send us a sterilized log file for us to review?
Atlassian server products are Java applications that bundle the Tomcat application server. Both the application and Tomcat generate logs that can help to diagnose a problem with application links.
Bitbucket Server | Application Logs : <Bitbucket home directory>/log
Bitbucket Server | <Bitbucket Server installation directory>/logs
Consider enabling the DEBUG level of logging on the application to get more detailed logs – DEBUG adds all stack traces, and includes HTTP response messages.

Once we have the results of the log file show errors we should be able to find the cause of the issue.
