We are currently using self hosted Stash (3.4.0). Planning to migrate it to the latest version of Bitbucket (5.5). We also would like to migrate the database from SQL server 2008 to Oracle along with this move. What is the best way to migrate Stash to Bitbucket with all existing data, history, comments and the users?

Moving from Stash to Bitbucket Server is a simple upgrade that doesn't require a migration as such. You can upgrade from any version of Stash directly to the latest version of Bitbucket Server, as described in the Bitbucket Server upgrade guide.
You can use the database migration wizard to migrate from SQL Server to Oracle. Details can be found here.
It doesn't matter whether you first do the database migration or the upgrade - the important bit is that you need to ensure that the versions of SQL Server and Oracle both need to be supported in the version of Stash or Bitbucket Server you're using to perform the migration.

We are upgrading from stash to bitbucket server. Glad to hear that it is going to be easy. But none of the tutorials cover:
Stash is on an ubuntu server, the new bitbucket server is on a windows machine.
How to we move the files from the ubuntu server? As in, what is the process of stopping the service and copying files (which files, etc)
OR
How does one perform a backup or a hotcopy.

That's interesting, but we have already purchased it and received licensing (must have been just before the cutoff).
We have used the bitbucket/stash backup client to copy the stash instance. It is now a *.tar file. the backup file has been placed on the new server, but I'm looking for the steps on how to restore the *.tar file and then upgrade it to bitbucket.
The restoration process assumes an empty bitbucket installation. Should I just install a blank stash instance, then restore the backup into the empty instance?

Any additional reply on this? We are going to attempt the stash upgrade again with the intent of upgrading it to the bitbucket cloud.
