Credit cards are not a thing where i live. Not supporting standard payment methods like direct debit or paypal hinders me from scaling up from the free plan. My only alternative would be to rent a vps but that seems kind of silly just because atlassian doesn't want to take my money.

I understand the challenge. Do you think that you can use the ACH/invoice (Pay later by invoice) option here?
However, please note the invoice route only works for annual payments.

Unfortunately the page you linked to describes the payment methods for other Atlassian products. Bitbucket has it's own specialized payment system so this doesn't apply. When i want to upgrade my bitbucket free plan to free plan with overage coverage i have to fill in credit card details right then and there.
As for ACH, i dont know what that is. My bank makes no mention of it, it does mention SEPA and SWIFT as possible international payment methods. Yearly invoices would be fine, but would probably require having funds stored in the atlassian account as the actual amount of overage used each month could vary.
