Premium plan unlimited users?

Premium plan indicates $25 for the first 5 users and an additional $5 for every succeeding user.  Then what is the unlimited user stands for?

what is the difference between $5 / user / month and the checklist saying Unlimited users?

The free plan is limited to 5 users. There is no such limit on the other two plans - as long as you pay the $2 or $5 per user per month, then you can have as many users as you like.

I'll talk to the team that maintains that page; we might be able to find better phrasing for it.

So, If I subscribed to premium plan of $25 per month, This way I can give an access to more than 5 users on my private repository?

It'll be $5 per user per month at the premium level, or $2 per user per month at the standard level. ($25 is the mimimum monthly charge for premium; for standard, the minimum monthly charge is $10.) Either plan lets you have more than five users.
