I'm not sure if there's some place to report this, but when I try to change my ssh key in profile, the box is not editable; it seems like it is at first but then it seems to change and be uneditable.
All I can do is delete the key and create a new one, which seems unnecessary. There's nothing in the pop-up window indicating it's uneditable until I click into it and it just doesn't work.

Can you confirm if you are referring to Bitbucket Server or Cloud?
In Bitbucket Server, it's not possible to edit an SSH key according to the SSH user keys for personal use.
In Bitbucket Cloud, the documentation for Access keys can be found here.

If it's not possible edit an SSH key in Bitbucket Server, then how could I have gotten the pencil icon (edit button)? Do you think the Bitbucket team would have built it to be so counter-intuitive?
In that documentation I do see at the bottom:
"Edit an access key
After you add a key, you can edit the key's Label but not the key itself. For security purposes, you need to delete and re-add the key to change the key's contents."
So it looks like I can't edit it even though the key box looks exactly the same as it does when I add the key, which is counter-intuitive...

As you've mentioned, the pencil icon (in Bitbucket Cloud) is just to edit the Label but not the key itself. After entering in the edit page, it shows a message that states For security reasons, you can't modify the contents of an SSH key you already added.

I went to edit the label but got the key field error:
"For security reasons, you can't modify the contents of an access key. To update, delete and re-add the key."
