Hi, we have the Bitbucket Starter licence for 10 users. We have 10 users and the administrative user, and we have for some time. Recently, a message showed up stating:

You have more users than your license allows. Pushing will be disabled in 17 hours.Users will not be able to push code to repositories hosted on Bitbucket

Did something change with the way users are licensed? does the administrator account now count as a user?

A user is anyone with an account, including Administrator. See https://www.atlassian.com/licensing/bitbucket-server#cloudlicensing-12.

Not sure how it was working earlier with 11 users.
