Workspace creation not possible

How can we create workspace on our Bitbucket server, i have got admin rights on the server?

My question is about how to create workspace in bitbucket, documentation describes this functionality cf. https://support.atlassian.com/bitbucket-cloud/docs/create-your-workspace/, at the moment we can not access this functionality even if we have admin access rights on Bitbucket server?

Is it a missing configuration option on our Bitbucket server, or this functionality is not available on our server?
