I see others with this issue saying the actual issue was the account being frozen due to inactivity. Is that my issue as well?

Welcome to the community.
I've checked your Bitbucket Cloud account and it appears that it was marked as a "Dormant" account due to not logging in to Bitbucket.org for a long period of time.
I went ahead and reactivated your account.
Could you try to log in again?

I will escalate to Atlassian support. I am assuming you tried a different browser or even a different computer to make sure that it was not a plugin or browser issue?

Thank you! Yes Ive tried Chrome, Brave and Safari and on a different computer which all lead to the same error page I posted initially.

Taking the message at face value, which web browsers and extensions were you using when you saw that response?
Security and privacy-centric browsers (e.g., Brave), extensions (e.g., uBlock Origin, Privacy Badger, NoScript), or proxies (e.g., Privoxy) might have good reasons for blocking the Referer header.

I attempted logging in on 3 browsers Chrome, Brave and Safari and a different computer. Im not using any of those extensions or anything comparable. It's the same result every time, a series of redirects followed by landing on the error page
