Using bitbucketuser as a username along with the password configured in the database, the browser shows Migrating home directory forever.

Migrating the home directory (i.e., at file system level) is one thing, and connecting to the database the instance connects to is another completely different thing. Taking a while to migrate the home directory usually does not indicate any database connectivity issues.
If the database the instance connects to is reachable from the new host machine into which you have migrated Bitbucket Server, there should be no problems happening at database level, nor any connectivity issues between Bitbucket Server and the database.
Your best option is to keep an eye on the <Bitbucket Home>/log/atlassian-bitbucket.log file to see if there are any errors happening while the instance is starting up in the new server.
Have you checked if the system user that started Bitbucket Server on the new host machine has full control on both installation and home directories?

Hi Felipe,
Thanks for responding. I actually did check this and changed it before I wrote the question. The problem turned out to be a corrupt bitbucket.properties file. The name and password were stuffed together and characters were missing. It apparently came across from the original server that way. Once I corrected the file, BitBucket started perfectly.
