we have a bitbucket instance running in MySQL db, is there a way we can migrate this instance to PostgreSQL db

Please have a look at the below KB and test this on first UAT or Dev instance before doing it on production, hope it helps.

You can find the steps in Using database migration wizard section.

Just follow the steps as mentioned and try this on Dev/UAT instance first.
