in the mean time are these settings stored in a App database, and can I export the DB to import with my desired settings during config?

If you need to migrate a Bitbucket Server instance to a new server or when performing a restore in general, these settings will be migrated/restored as well. In this case, the settings will be migrated with the entire content of the database and the home directory.
Exporting just these settings and re-importing them by accessing the database directly is not supported.
The only available workaround is to perform the configuration by accessing the user interface. Here are the step by step instructions:

Unfortunately you can only configure the LDAP settings via the GUI.
