The only method for creating a workspace is by adding Bitbucket Cloud as a product via Atlassian admin rather than this signup wizard - the documentation for this is here:
If you are not able to add Bitbucket Cloud as a product, it's because your organisation is not migrated to centralized user management (see: here). To resolve this, you'll need to create a new organisation and add Bitbucket Cloud as a product within the new organisation:
