Requirement to restrict users editing reviewers while editing PR

Hi,

I would like to prevent users from being able to remove certain reviewers from Pull Requests reviewers list. Especially in the two cases when creating or updating (Edit) a Pull Request. How can I achieve this with Bitbucket?
